LET4CAP – Law Enforcement Training for Capacity Building is a 500.000 euro Grant Project funded by the European Commission DG Migration and Home Affairs. The Grant has been entrusted to an Institutional consortium led by Arma dei Carabinieri, and namely their Center of Excellence for Stability Police Units (CoESPU) and composed of StudiareSviluppo, Scuola Superiore Sant’Anna (SSSA), the Centre for European Perspective (CEP) and the Polish National Police.
LET4CAP aims to contribute to more consistent and efficient assistance in law enforcement (LE) capacity building to third countries by designing and providing a specific training package.
LET4CAP fosters a process of harmonization of training for LE Organisations (LEOs)to perform capacity building tasks in third countries and aims to create a common LE capacity building culture founded on EU fundamental values. Primary beneficiaries of the project are LEOs from EU member States of all ranks, from police officers to border guards and customs officers, as well as, where appropriate, other state officials, such as prosecutors called to perform law enforcement capacity building tasks in third countries and trainers of national LEAs. Indirect beneficiaries are local counterparts and more in general people living in third countries to which CSDP missions are deployed and other law enforcement capacity building actions are enacted.
As a result of training courses organised and training tools developed within the Let4Cap, LEOs personnel will:
The project comprises a desk research phase (WP 1 Stocktaking) aimed at creating a firm foundation from which the project can take off. In this phase the project will make a reconnoitring of the existing knowledge base, good practices and lessons learnt on the matter within the EU and the UN, taking into consideration, among others, the materials and doctrine developed within CEPOL, EUPST, ESDC and ENTRi.
On the acquired results, design and curriculum development of the training and related didactic materials will be developed (WP 2 Training development).
4 training courses will be then organised. Cycle feedback loops from piloting the training curriculum will be crucial to ensure that stakeholders’ needs are fully taken into account and embedded in the training package. After the feedback gained from stakeholders and trainees and trainers’ evaluation of the courses, the draft of the project’s products will be consolidated and transformed into an e-learning tool (WP 3 Training implementation).
Dissemination and outreach will be implemented along the entire project life cycle so as to make full use of the potential outreach of the consortium (WP 4 Dissemination & outreach).
