Technical Assistance for Implementation of Import and Export of Hazardous Chemicals Regulations (TR2011/0327.21.07-01)

The ultimate  objective of this EU-funded project  is to protect human health and the environment from potential harm of certain hazardous chemicals subjected to import/export procedures by promoting shared responsibility and cooperative efforts in the environmentally sound management, use and trade of hazardous chemicals concerned. The project started on November 2015 and terminated the last 26th October with a final conference in Ankara attended by the relevant Ministries and Authorities in Turkey.

The project contributed to establish the necessary capacity for effective implementation of EU Regulation No 649/2012/ EC concerning Export and Import of Hazardous Chemicals in Turkey by the Ministry of Environment and the other relevant authorities dealing with the import – export notification procedure. In addition, the Project provided support to increasing the awareness on the application of relevant EU and international standards by a large numbers of Turkish stakeholders, including SMEs.

The project has been implemented by an Italian – Turkish consortium, under the leadership of the Italian Customs Agency and with the support of Eutalia.

The main results achieved at the end of the project are:

  • The institutional capacity for the effective implementation of Rotterdam Convention and EU Regulation on Export and Import of Hazardous Chemicals by the relevant Turkish administrations was enhanced by the participation to five trainings of trainers and two study visits
  • Turkish national import and export notification procedure was established through the Draft By -Law and the related Guidance
  • Awareness of beneficiary, stakeholders and exporters on import and export of hazardous chemicals was raised through Workshops, Pilot Studies, and 2 conferences at the beginning and at the end of the project

Provided guidelines and procedures to facilitate the implementation of the draft by-law at national level.

A website in English and Turkish has been implemented in order to gather all the relevant laws and regulations. After 2 years of implementation, the project permitted to reach a large number of interested parties and stakeholders:

  • 40 experts have been involved in full 5-days residential training  for each of the 5 specialized Trainings of Trainers.
  • 30 experts have been involved in the 3-days workshops
  • 2 delegations of 15 people each have been involved in the two study visit, the first one in Helsinki at the ECHA – European Chemicals Agency and the second one in Rome, at the Italian Customs, Ministry of Health and FAO
  • 90 people have attended the launch conference and the final conference
