Support to the Directorate General of Customs for the Implementation of a Centre for Risk Management” – DZ 13 ENPI FI 01 18 (R3) 2019-2022
Studiare Sviluppo supports the Italian Customs and Monopolies Agency (ADM) in the EU Twinning Project Support to the Directorate General of Customs for the Implementation of a Centre for Risk Management” – DZ 13 ENPI FI 01 18 (R3). The Lead Partner EU is the Directorate-General of Customs and Indirect Taxes (France) and the Junior Parner EU is the Italian Customs and Monopolies Agency (ADM) supported by Studiare Sviluppo as Mandated Body, which is responsible for the administrative, contractual and logistics management of the initiative. The beneficiary of the Twinning Project is the Directorate General of Customs, Ministry of Finance (Algeria).
The duration of the project is 24 months from May 2019. The project has been suspended due to the pandemic emergency and other reasons. The new project end date is expected to be March 2022.
The total budget of the Project is € 1.200.000.
The overall objective of the project is to achieve the modernisation of the Directorate General of Customs (DGD) through the implementation of a Risk Management Centre and improvement of quality of services. Simplifying the analysis and control procedures in order to strengthen the fight against fraud and promote safe trade.
The Objective of the component implemented by the ADM (Comp. N.2) is the implementation and speeding up of customs clearance procedures through the establishment of separate control channels for each identified risk and the introduction of facilitation and simplification measures for commercial operators.
Obiettivo generale del Progetto modernizzare le dogane algerine attraverso la creazione di una struttura centrale per l’analisi dei rischi ed il miglioramento della qualità dei servizi. Semplificare le procedure di analisi e di controllo al fine di rafforzare il contrasto alle frodi e favorire gli scambi commerciali leciti. Obiettivo della componente italiana (Comp. N.2) l'implementazione e la velocizzazione delle procedure di sdoganamento attraverso l’istituzione di canali di controllo distinti per ciascun rischio identificato e l’introduzione di misure di agevolazione e semplificazione per operatori commerciali (Componente 2 – Budget 200.000 circa)
Budget totale 1.200.000
Durata 24 mesi da maggio 2019. A causa delle ripetute sospensioni dovute all’emergenza pandemica e ad altri motivi, il progetto sarà prorogato fino a marzo 2022.
