Preparation of the Albanian Customs Administration for the EU -Integrated Tariff Management System

The overall objective of this Twinning project Preparation of the Albanian Customs Administration for the EU -Integrated Tariff Management System – AL 13 IPA FI 02 16 is to contribute to the further alignment with EU requirements in the area of customs.

The project purpose is to assist the Albanian Customs Administration (ACA) in strengthening its administrative capacity in line with the European Union (EU) Customs blueprints, in the field of Customs tariff, aligning Customs Tariff legislation and procedures with the Union acquis, also in view of the interoperability of Information Technology (IT) systems with the EU – ITMS system.

This will be achieved through:

  • implementation of  best managerial, operational models recommended by EU blueprints and WCO safe standards,
  • enhancement of human resource capacities,
  • fostering best practices also through a constant exchange of information and knowledge, in all TW sectors, in order to improve operative standards and implement policies  aiming at achieving a higher quality of systems and procedures.

The Project strategies will be also based on the findings and lessons learned of other projects already implemented and of those currently ongoing.

Studiare Sviluppo supported the Italian Customs Administration in drafting the Project proposal, the work plan and budget and, in its role of Mandated body, is responsible for administrative and logistics support, including during training and visibility events, as well as contractual, administrative and financial management during contract implementation.

Il progetto di gemellaggio Preparation of the Albanian Customs Administration for the EU -Integrated Tariff Management System – AL 13 IPA FI 02 16 con l’Amministrazione doganale della Repubblica dell’ Albania, finanziato dall’Unione Europea, ha come obiettivo principale il supporto alle dogane albanesi in materia di gestione integrata della tariffa (ITMS). Il Progetto, della durata di 27 mesi (fino a giugno 2019) ed un budget di € 1,8 mln, vede impegnata l’Agenzia delle Dogane e dei Monopoli – in collaborazione con Studiare Sviluppo in qualità di Mandated Body – in attività di formazione e assistenza tecnica mirate a favorire l’allineamento della legislazione e delle procedure tariffarie doganali con l’acquis dell’Unione e ad assicurare l’interoperabilità dei sistemi IT con il sistema ITMS, che porterà nel prossimo futuro ad un sistema pienamente conforme agli standard dell’Unione. Studiare Sviluppo, quale Mandated Body, è responsabile della gestione finanziaria, amministrativa e logistica del progetto.
